Study Of The Housing Security System Of Middle-low-income Citizens

Housing is the basic needs of people’s lives. And tenure is a fundamental right of citizens. With the acceleration of the urbanization process in China, the group who demands housing has also expanded, which leads to the housing shortage. For urban middle-low-income citizens, it is difficult to improve the living conditions by their limited income. Some of them become no housing group, which directly impacts the social stability. The housing problem has become a major social problem. Therefore, improving the middle-low-income citizens’housing security system is an urgent problem facing our country.In 2010, "the 12th Five-Year-Plan" is clear that, to establish and improve the housing security system, and efforts to resolve the housing difficulties of middle-low-income class. As you can see, the housing problem in the new Five-Year-Plan is put in the more prominent position. The implementation of the housing security system, not only reflects the core of the scientific concept of development:people-oriented, but also the necessary condition to build a harmonious socialist society.This article makes an analysis from the legislative, fiscal, financial and other aspects of the housing security system in the United States, Japan, Singapore, and China’s reality, through a comparative approach to draw inspiration and experience of China’s housing security system. Describing the current situation of Jinan’s housing security system, to explore the problem of middle-low-income class housing in the town. Then I try to propose feasible suggestions. The general structure is as follows:the first chapter, combing research ideas, this chapter briefly introduces the basis and significance of the thesis topics, and talks about present situation at home and abroad. The related concepts are defined. The second chapter introduces the general theory of urban middle-low-income class housing security system and evolution of the housing security system has a general understanding of the connotation and development process. The third chapter is the focus of this article. This chapter introduces the problems and the causes of urban middle-low-income class housing security system. Taking Jinan as an example, do some research from the individual theory to a general one. Shandong’s GDP is the third place of Chinese provinces. Jinan,the capital city of Shandong Province, and it is in the eastern developed regions of china. So the study of Jinan’s housing security system has some typical meaning. Chapter IV introduces the foreign experience of housing security system to explore our enlightenment. The last chapter, I propose the suggestion-to-improve urban middle-low-income class housing security system, and to protect the residents of "everyone has the room to live", and building a socialist harmonious society.
