As the most important and stable group in urban development of economy andsociety, the existence of the middle-income group plays an essential role in the stableand rapid development of urban prosperity, economy and society. In recent years, withthe rapid development of the real estate in Xiamen, plus with high and evenskyrocketing housing prices, buying a house is beyond the real purchasing power ofthe ordinary people. Although the municipal government is taking effective measuresvia macro-control and the planning and construction of indemnificatory houses toregulate the real estate market, but it ignores the difficult housing problems of themiddle-income group in the police design. They can’t afford commercial residentialhouses, and can’t enjoy the policies of the indemnificatory housing, thus beingsqueezed out both by the skyrocketing housing prices and the government’sindemnificatory housing system, then becoming the veritable sandwich-class.From the perspectives of Marx theories, sociology and economy, this paperprobes into the indemnificatory housing system in order to provide theoretical basis tosolve the difficult problem of housing for the middle-income group. It defines thesubjects of middle-income group as the newly-employed, the newly-introduced talents,the migrant workers, those who can afford indemnificatory houses or price-fixedhouses but restricted by the purchasing standards, and those who can’t afford thehigh-priced commercial residential houses. Meanwhile, according to Five Groupingmethod and Engel’s Coefficient, this paper calculates the spendable income of themiddle-income group in Xiamen with an annual family income between RMB90,000to150,000, which is on the rise yearly.Through surveys and questionnaires, this paper analyzes the current housingsituation, housing satisfaction and the needs for housing of the middle-income groupin Xiamen and thus concludes that their sticking points of housing problems are asfollows: the rate of income and housing prices is too high and the pressure ofpurchasing a house is rather tough; the indemnificatory housing system is far enoughperfect and not so effective; the Matthew effect of public accumulation funds weakens the effects of the housing security system; the imbalanced development betweenXiamen Island and its outside districts adds difficulty for them to rent or purchasehouses.Some countries, regions or cities have explored the housing problems of themiddle-income group for some time. We can learn something from their practices,such as the commercialization of housing in the United States, the house-depositpolicy in German, the housing legislation in Japan, the HDB (Housing andDevelopment Board) flats in Singapore, the public set of housing in Hong Kong, andthe public rental housing in Chongqing and Hangzhou cities. Xiamen should seeksuitable and effective solutions to solve the housing problems of the middle-incomegroup based on its reality and reasonable practices learned by exerting the mainfunctions of the municipal government, perfecting the legislation of housing layoutand security systems, forming the price hearing system of indemnificatory housing,developing price-fixed housing, public rental housing and share-ownership ofproperties. Besides, it is also important to strengthen the complete set ofindemnificatory housing system, perfect the system of needs for housing and housingfinance system, renovate the municipal work of indemnificatory housing, set up thefinancing platform for housing companies and improve the administration ofindemnificatory housing. |
