The Research On Housing Security System Of Mid-Low Income Family In Xi'an

Inhabitancy is the essential requirement for people. As the essential consumption, housing is an important factor to make our lives happy, keep society steady and boost economy. And housing, as the basic living material, has always being the focus which society and people pay more attention to. Since Reformer, Xi'an, an important city in the west of China, has developed its economy, and the level of people's living has been improved markedly. However, recently, the house price has been rising continually, and the disparity between the rich and the poor is becoming more notable increasingly, which causes that more and more low-incoming people are not able to buy houses. At the same time, due to the relatively short history, the housing security system has a lot of problems in many aspects. Therefore, how to solve the housing problem with the middle-low incoming families becomes a more urgent society question.This paper reviewed the housing security systems in the United States, Singapore, Hong Kong and so on, and carried a comparable research among those countries in the fields including housing supply system, housing allowance mode, housing security policy and housing management organization, which gave the author some important implications. The experiences and implications from the study on the housing security systems in those countries, are very useful for reference to establish housing security policy in the city of Xi'an. What's more, in order to find out the present housing status and the existing problems in the housing system, the author adopted the way that the questionnaire was designed, sent, reclaimed and being statistical, which assisted the author to analyze the effect of the actual housing policy. Based on the materials, this paper analyzed the existing problems in the housing security system of Xi'an. To solve these problems., the author proceeded with the goal, principal, organ design, level and criterion, mode select, funding, current housing security model, and finally put forward detailed project on improving the housing security system as well as policy advices to ensure that the housing security system run efficiently.
