Technological innovation is the core driving force of industrial upgrading,and the evolution of industrial structure is essentially a process of continuous development and advancement of technology.At present,under the new stage of"three-phase superposition",in order to effectively transform the traditional extensive quantitative development mode,promote the transformation and upgrading of industrial structure,and maintain high-quality economic growth,we must rely on technological innovation and implement innovation-driven development strategies to promote the upgrading of industrial quality and the transformation of old and new drivers.The report of the 19th National Congress emphasized that"innovation is the primary driving force for development and the strategic support for building a moden economic system." It is also to raise innovation to an unprecedented new height.At this stage,the level of technological innovation in our country is constantly improving,but it is still at a low level compared with developed countries.How to make innovation become the new normal of economic development and let technology inject new blood and new power into the industry is an inevitable problem.The limitation and"selectiveness"of innovation resources in our country determine that it is difficult to treat all provinces equally.Therefore,can technological innovation promote the upgrading of industrial structure produce the effect of"first enrichment,second enrichment"?Can developed regions absorb the first-class innovative resources and continue to maintain the rapid and stable development of the local industrial structure while better stimulating the optimization and upgrading of industrial structure in a larger region?As we all know,the contribution of technological innovation itself to the economic system of closed areas is very limited.Only when it is widely and effectively spread,transferred and applied in regional space can its potential economic effect be brought into full play and its social value be truly reflected.Therefore,it is necessary for us to study the influence of technological innovation on the local industrial structure.It is even more necessary to study how technological innovation affects the industrial structure of other regions through spatial transmission.Firstly,the paper theoretically expounds the path mechanism of technological innovation affecting the optimization and upgrading of industrial structure,and constructs the evaluation index system of technological innovation,chooses appropriate measurement methods,measures and analyses the intensity of technological innovation,the rationalization of industrial structure and the advancement of industrial structure in various regions of China.Then,the spatial exploratory data analysis of technological innovation and industrial structure optimization and upgrading is carried out.Taking 30 provincial panel data of China from 2000 to 2016 as research samples,the local and spatial effects of technological innovation on industrial structure optimization and upgrading are empirically tested by using spatial Durbin model based on three different types of spatial weight matrices.Finally,the regional differences of the impact of technological innovation on industrial structure are further analyzed by dividing samples.The results show that the inter-provincial technological innovation and industrial structure optimization and upgrading have spatial dependence.There is a positive spillover effect in the advancement of industrial structure,that is,the advancement of industrial stnucture in adjacent areas will drive the advancement of local industrial structure.While the spatial effect of the rationalization of industrial structure is inconsistent,the rationalization of industrial structure among the adjacent regions promotes each other,but the rationalization of industrial structure among the regions with similar economic development hinders each other.TechnoIogical innovation not only promotes the optimization and upgrading of local industrial structure,but also contributes to the rational development of adjacent areas.Compared with geographical adjacent factors,the characteristics of social economy or the combination of geography and economy have a greater impact on this spatial effect.The similarity of geographical location hinders the development of advanced industrial structure in other regions.Although this hindrance is not significant,the similarity of economic development level makes the spillover of regional innovation have a positive effect.That is to say,after considering the inter-regional economic links,the advancement of technological innovation in adjacent regions can promote the advancement of local industrial structure.Technological innovation can affect local and other regional industrial structure through one direct path and three indirect paths formed by spatial effect.The direction and intensity of technological innovation on industrial structure optimization and upgrading are characterized by regional heterogeneity.In the end,based on the theoretical analysis and empirical results,the paper puts forward the following policy recommendations:to promote the coordinated development of regional technological innovation;to implement the strategy of innovation-driven development to maximize the impact of technological innovation on the optimization and upgrading of the local industrial structure;pay attention to the spatial effect of technological innovation and give full play to the role of technological innovation in promoting the optimization and upgrading of industrial structure in other provinces and cities under the spillover mechanism;based on the characteristics of spatial correlation of regional industrial structure,a benign and shared interactive mechanism of regional industrial development is considered.
