This paper analyzes the professional and technical personnel salary to the mechanism of the effect of technological capabilities of enterprises. It is mainly to explain that the salaries which encourage the professional and technical personnel can promote the growth of technological capabilities of enterprises. This paper is divided into the following three parts to illustrate them.We analyzed the mechanism of action of which the professional and technical personnel of the enterprise affect the enterprise technical competence. Professional and technical personnel are one of the core human-capital in a company and are in a very significant position. The important position is determined by the function and the effect to the enterprise technical competence. Professional and technical personnel are mainly composed the enterprise technical competence and also is their basic support. Besides, they are the source and the main carrier of the enterprise technological knowledge. The competence of the company mainly comes from the knowledge of the company. They stem from the knowledge reserves of the professional and technical personnel. What is more, the professional and technical personnel determine the performance of the learning of the techniques. And then we analyze the encourage effect of the salary of the professional and technical personnel to them. In terms of it, we take a simple way of mathematic model to analyze it. We demonstrate the relationship between the level of effort of the technical personnel and the level of the salary. We also proof the relationship between the loyalty index and the form of the salary. We draw a conclusion that the relation between the level of the salary and its form and the level of effort is in a positive correlation. In the end, we analyze the mechanism of action on the salary of the enterprise technical personnel to the growth of the enterprise technology. On the one hand, the salary as a safeguard mechanism affects the evolution speed of the technical competence of the company. On the other hand, the salary as an encouraging mechanism influences the productiveness of innovation.Based on the above analysis, we established impact pathway of the salary—the professional technical personnel—the technical competence of enterprise. In order to promote the development of the enterprise technological competence, we must strength the encouraging effect about the salary to them. Therefore, this paper probe into the existed problems of the salary and find the way to deal with them. From the angle of the theory, we probe into the measure by which we can promote the encouragement to the personnel and then make a great progress in the technical competence of enterprise.
