County economy is an important part of the national economy, and county economy development level directly affects the development level and the situation of the national economic. At present, county population has accounted for more than70%of the national population, county’s GDP has accounted for more than half of the whole country. County economy occupies a large proportion of the economy no matter in economic scale or in economic aggregate. Since the Party’s16th national congress report clearly put forward the concept of county economy, some files related to the economic and social reform made by central governments all have the content of the county economy development. More attention is paid to the county economy development practice and some relevant theory researches are in-depth. Provincial and city governments have introduced policies and measures to promote the development of county economy, and various articles that are related to the research work of county territory economy development also appear. In this condition, the research of county economy development in Zhungeer which has the typical characteristic of western border towns also has the corresponding theoretical value and practical significance.County economy is overall arrangement and optimization of economic and social resources in the region of county-level, thus forming an open and function complete regional economy with regional characteristics. County economy has the characteristics of regional, comprehensive, multi-level, open and so on. County economy research has two main aspects of significance.Firstly, county economy is an important economic base of the entire national economy and the cornerstone to consolidate the state power.Secondly, the development of county economy is the breakthrough point to solve the "three rural issues".Located in the west of Inner Mongolia, eastern end of Erdos Plateau, Zhungeer Qi is poor in agricultural production conditions, but very rich in mineral resources, especially the storage of large amounts of coal resources. In recent years, relying on the advantages of mineral resources, the local government seize the opportunities of western development and the national energy strategy westward, utilize the state-owned large enterprises and projects. Its economy has gotten rapid development. But in the course of promoting economic development, Zhungeer Qi also exists the problems of unreasonable industrial structure, mineral resource waste, environment pollution and the autonomy of the local economy is not strong. In view of the existing problems, first of all, the adjustment and optimization of Zhungeer Qi industrial structure should be strengthened, which includes both the three times between the adjustment of the industry, also includes the adjustment and optimization of internal structure of industry; Secondly, Zhungeer Qi should continue to promote the industry in the process of economic development, the introduction of advanced technology, fully tap the value of coal resources, extend the industrial chain, and actively develop a recycling economy, save resources, reduce pollution, protect the ecological environment and To promote industrial diversification, actively develop follow-up industry, to avoid the formation of only resource-based economy development mode. Thirdly, countries should carefully research the resource type area’s long-term development problem, plan reasonably, manage scientifically, support these areas forming the aspects of policy making, distribution of interests, maintain the local economy having healthy, sustainable and coordination development.In this paper, based on a comprehensive analysis of the development of county economy in Zhungeer Qi. I try to explore a road of sustainable development rely on resources in the western minority areas, discuss how to use the local resources to develop the local economy and keep the local ecological environment is not destroyed.
