The Research Of Resource-based County Economy Development Transformation

County economy is an extremely important microscopic part of our nationaleconomy. In specific historical conditions, resourceful county economic growth takesextensive economic growth mode which is at the cost of resource plunderer. However,after the exploitation of long-term high-intensity, the gradual resources exhaustion,increasing exploitation cost, lessened competitive force, worsening environment,boosting social problems and the decay of resource-based industry have seriouslyaffected the regional economic and social sustainable development. Therefore, underthe guidance of the scientific concept of development, to optimize and extend theindustrial chain through the adjustment of industrial structure, according to the scaleand features of the resource-based county economic development, is of greatsignificance To realize the transformation of county economy.First of all, this essay analyses the four aspects of resource-based countyeconomic and social common problems from a macroscopic view.(1) single industrialstructure and low industrial correlation degree;(2) loose layout of urban functionaldistricts and lagging infrastructure construction;(3) Shortage of social diversity;(4)Fragile ecological system and limited stainable development potential. It also pointsout that the core of the county economic transformation is the optimization andupgrading of industrial structure. Based on this, this essay uses the theory ofsustainable development and the upgrading of industrial structure to constr uct a modelof "choice of leading industry in resource-based county economic transformation"whose indexes are picked from industry development potential, industrial correlation,regional industry comparative advantage technical progress, sustainable developmentand present condition.After that, firsthand material is gained through field study and visit. On the basisof fully understanding of the current situation of economic and social developmentand economic restructuring practice in Lianyuan City, by usingdevelopment economics theory and transition economics theory, this essay constructsa county economic transformation evaluation index system which is composed oftarget mode, factors of production, institutional mechanisms and market demand. Italso uses the analytic hierarchy process and gray system prediction modelrespectively to evaluate and predict the economic transformation of the current situation as well as the effects of the2015economic restructuring of LianyuanCity. Results show that: from2007-2011, county economic transformation indexsthere are ranged as0.4982、0.4885、0.5870、0.6192and0.6352, which is on rise yearby year. The index in2015is0.6535.At last, learning from the foreign experience of resource-based economytransformation, such as the government guide mode in the Ruhr area in Germany,marketing dominating mode in Huston, and withdrawing mode in Lorraine, this essayputs forward policy recommendations for the transformation in Lianyuan City,according to its development advantage and the actual situation.
