Environmental problems which caused by coal-dominated energy consumption structure has become a key constraint for China’s further development in the new era. China Climate Change Country Assessment Report (2006) clearly stated positive development of renewable energy technologies, as well as efficient, clean, low-carbon emission coal utilization technologies, optimizing energy structure, so as to reduce energy consumption and CO2emissions. Photovoltaic power generation (Photo-voltage Generation, PV) has good scale value and commercialization prospects for development. It is one of the main ways to achieve a low-carbon economy.PV industry in China developed steadily at present. But when compared with the advanced countries of the world, there are still some gaps and problems in production costs, funding, policy support, upstream component pollution treatment. But in the low-carbon development mode, develop solar photovoltaic power generation vigorously will significantly improve China’s energy structure and safeguarding energy security. It plays an important role in the environmental quality and the realization of the harmonious development of the economic, social, environment. Comprehensive evaluation of photovoltaic power generation has practical significance for the construction of photovoltaic power generation in China. And it provides a scientific basis for formulating development goals and planning, as well as the corresponding policies and measures for enterprises and national.This paper firstly analyzes the problems of China’s energy structure, using SWOT analysis, from the strengths, weaknesses, opportunities and threats four aspects to analyze the development status of China’s photovoltaic industry, combining overall efficiency theoretical basis, from Economic, social, low-carbon efficiency three aspects to build comprehensive benefit evaluation of photovoltaic power generation system, using AHP method to determine the various indicators weight. Building a photovoltaic power generation efficiency evaluation model, combined AHP method to determine the index weight, using TOPSIS method to empirical analysis evaluated the comprehensive benefits of three photovoltaic power generation projects in Hebei, Inner Mongolia and Shandong. And then put forward some suggestions to improve the overall efficiency of photovoltaic power generation in China.
