Ploblems And Countermeasures About Implementation Of Housing Security System In Chengdu

In recent years, with the deepening of the urban housing system reform and thedevelopment of the housing market, our country has initially built up a relativelycomprehensive urban security housing system, and the housing conditions of urbanresidents has been greatly improved. However, due to soaring housing prices and otherreasons, many low-income urban households do not have the ability to solve the basichousing problem through market channels. Therefore, to further speed up theconstruction of affordable housing and improve urban housing security system, as wellas to properly resolve the housing difficulties of low-income families, is becoming animportant work to improve people’s livelihood and protect their vital interests.Since2000, Chengdu government has established a housing security systemconsisting of low-rent housing, affordable housing, capped-price housing and publicrental housing according to different income levels of the urban residents, which haseffectively solved the low-income families’ housing difficulties and achieved goodresults. However, some problems in the management of this housing security systemhave been gradually revealed, for example, the lag of legislation, the weakness of themanagement institutions, the funding and financing pressure, and the lack of aneffective exit mechanism.In order to have a better idea of how to work effectively on the construction andmanagement of the housing security system in Chengdu, this article analyzes thepractices of different housing security systems in domestic and international cities, andproposes some suggestions and advices from their successful experiences for Chengdugovernment.
