| China changed the system of housing-offering and stopped offering welfare housingin1998. The housing problem of low-income families began to attracteveryone’s attention. At present, China is offering Low-cost housing for the low-income families to solve their housing problem. In recent years, every administrative region has made a lot of efforts in the area of low-rent housing, such as increasing supply of low-rent houses, expanding coverage of low-rent houses, exploring the management, and distributing justly the low-rent houses. Thelow-rent housing, a quasi-public product, has unlimited demand motivation, so Chinese government should make it under control so that the rules of the market will not be influenced. The level of low-rent housing can reflect the extent of protection directly, and guide the policy-making of low-rent housing, so studying the level of low-rent housing is necessary. In addition, a appropriate level of low-rent housing not only offers a fair chance for every low-income family to have the basic right, but also holds the balance of market.This paper has studiedhow to estimate the level of low-rent housing by quantitative method and qualitatively-analytical method. It is based on the theory of supply and demand and the research of the level of social security and housing security.This paper has summarized the theoriesrelated to the level of the low-rent housing and supported the study of the level of low-rent housing,such as the theory of housing affordability and the inversed-U shape of housing security. This paper has also studied the way how to estimate the level of low-rent housing from the perspective of supply and demand theory. First, this paper has used the ratio of housing consumption to measurehousing affordability, and then has calculated a number of low-income families who should be protected. This paper has estimated the funds of urban low-rent housing, and calculated the level of demand of urban low-rent housing. Several models in this paper have been used to calculate the level of supply of urban low-rent housing. Then, a comparative analysis, between the level of supply and demand, is carried out. At last, Chengdu has been chosen as a research object to make an empirical study. The result has showed that the level of low-rent housing supplyis far lower than that of demand. The result has also verified the method used by this paper which calculated the level of urban low-rent housing. According to the result, Chengdu should improve the level of low-rent housing step by step, adjust the way of housing securityreasonably and increase the amount of rent-subsidy properly. |
