With the following step of information globalization, the boundaries between countries arebecoming more and more blurred. As a member of WTO, China confronts increasing fierce competitionthat from the worldwide resources, raw materials and labor market. In the process of the transition thattraditional planned economy system began to a socialist market economy pattern, the high-techenterprises in China gradually developed and formed their own management modes with Chinesecharacteristics, which requires the high-tech enterprise of our country to develop their own talentincentive mechanism. In such enterprises, knowledge workers are treasures. As a result, the problem thathow to motivate the new generation of knowledge workers has become the contemporary imminentproblem for the enterprise under such economic situation. Many enterprises have been trapped in thepredicament that does not know how to motivate knowledge workers. In the system of the current humanresources management in China’s high-tech enterprises, the knowledge-based employee incentive systemhas its own disadvantages: the enterprise unable to recruit suitable staff, while enterprises are also facedwith much loss of key employees. Part of the company staff turnover per year can reach above twentypercent that the enterprise can not bear such a bag loss. In this era of rapid development of economy,knowledge workers have gradually replaced the traditional machinery and plant became the focus ofhigh-tech enterprises. Immutable and frozen in the incentive mechanism of human resources has alreadycan’t catch up with the development of enterprise’s footsteps. So, how to motivate knowledge staffcorrectly to give the high-tech enterprise more vigorous creativity and vitality, and promote the industryforward become the key right now. For China, it is the key problem for enterprises that seeking a rapid development of the era of knowledge economy. This paper mainly focuses on how to motivateknowledge workers as the theme. It references the pioneers of the incentive theory, combining the historyand actuality of domestic and discussed in detail for the case in order to catch the good and shortcomings.And then, it will study how to construct a new system of knowledge staff motivation and improve thecompetitiveness and development capacity of enterprises. In the end, it will help the employees toachieve individual value optimize the enterprise, enterprise value, achieve a win-win.
