It is believed that GMF itself can reduce the cost, increase the grain per-unit areayield and so on superiority and the future world grain supply and demand not balanced external situation,has accelerated rapid development of the GMF industry, although it brings the possibility of the harm tothe ecological-environmental and the human health. Along with the genetically modified technology’s deepresearch, the GMF’s secure question will obtain the very good solution, and will become one of importantsources of human food in the near future.Afterward makes the comparative analysis of foreign country’s policy, especially of the examination licensing system, the marking system and the safety evaluation mechanism. Then try to pointed out thereasons.Finally, it also analyzes the present situation of China’s GMF, the possible trend of development andGMF policy’s insufficiency in China. In terms of the experience with foreign country, in combination withthe current situation of China, it is suggested that China should establishment and improve GMF safetymanagement system, encourage the research on the genetically modified technology, strengthen intellectualproperty rights management and participate in the international rules formulation and the internationalcooperation positively.
