Urbanization is an economic phenomenon in most countries currently, especially in new developingcountries including China. It is not only the results of national industrialization and the development of thenational economy, but it is the development strategy of developing countries.Since the reform and opening policy, China’s urbanization process, especially the rapid developmentof urban fringe areas, which lead the economic and social development improved significantly in urbanand rural areas. In Urbanization process practice, changing villages into communities (referred to CVCin this paper)is a major form which is performed by the government.CVC is not only a comprehensive project but also a special policy in the particular historical period ofChina. It means all agricultural population in the community changes into urban residents with no landacquisition and no resettlement employment. Meanwhile it also appears series of social problems. Thispaper aims to research related theories of urbanization and CVC. Basing on these theories it analyzes thepractical of CVC in Shihezi and discusses the problems appearing the process of urbanization, TakeShang Liugong Village,He Pan Village and new Village of Ming Zhu three villages in ShiHezi as anexample. Finally, according to these phenomena it makes some advice.
