Since we joined the WTO, China’s economy has developed rapidly through with the cooperation and exchanges with other countries. The development speedy is300%every year. At the same time, our country is during the period of development of industrialization. the demand gap of strategic materials is very large. According to the statistics, there are90%of the import are transported by sea. Because the current economy development of our country is based on the high input, high consumption of basis, there are not enough materials to satisfy demand of economic development, even though our country is of bound resources. Therefore, we must purchase from the international market.Among all the imported products, the influence of the strategic materials is the most serious. However, recent years,the import amount of the strategic materials such as oil, iron ore and grain has been increased year and year. At the same time,the external dependence has increased too. With the development of our foreign trade, we became more and more depend on the ocean. Risk factors from different aspects are threating our safety of strategic materials supply chain. And this risk factors will lead to the supply chain disruption or failure, which will leave a serious impact on domestic economic development.Nowadays, the factors which influence our country’s strategic materials supply chain safety. Question is whether we can solve the problems, such as can we get it? Can we afford it? Can we transport it safely? According to the analysis of oil import data, the import foreign dependence is very high. The twelve-five planning is trying to control the oil dependence on foreign to61%, but how can china achieve the goal of2015while the oil import dependence on foreign is59.4%in2012.Based on the analysis of the risk factor which affect the strategic materials import supply chain safety, the author use the risk assessment measure to assess all the risk factors, including the dependence on foreign, diversity of import resources, the ocean transportation and sea route. At last, the author proposed some measures to avoid risks,such as the diversity of suppliers and resources, improve capacity ability of ship companies, improve pricing power in the international market and other ways. the author hope to give some contributions to our country.
