Modern human resources management, employee loyalty has become a measure of thelevel of management is a very important standard, the stability of a well-functioningorganization’s ability to play a vital role. Employees weakened sense of loyalty, leadingorganizations worked so hard to cultivate talent leave frequently change jobs, will no doubtgive the organization development pressures and challenges. How to improve employee’sloyalty gradually became some of the organization’s management challenges. Therefore,analysis of factors affecting employee loyalty, explore the culture of employee loyaltystrategy has importmit practical significance.In order to reduce the adverse effects of attrition’, this papers sample institutions-Bureau of the CISMEF faced in the past few yem*s to discuss the problem of brain drain tothe staff loyalty research as a starting point,through learning theory literature, researchexisting written materials,data,and other forms of information, access to informationneeded for the analysis of macro form preliminary conclusions and interview outline. Thenthe staff of the institution to carry out visits, observations, data and information collectedand accordingly make the investigation and analysis,and to summarize, validation ofanalytical conclusions to be targeted to explore the operational eiffciency of theorganization in org^iization, communication problems, employees’ career career training onproblems and solutions. In personnel policy issues, research how to retain talent recruited sothat they can better serve the organization,making the organization’s cohesion andcompetitiveness can enhance the quality, better create their own social value. Through thisseries of studies, proposed under the current system to improve agency personnelmanagement system strategy to achieve the cause of keeping so that employees c^i act inunison with the organization,making the organization internal management level, andfundamentally improve the core competitiveness of the purposes.Competition in the21st century is the talent competition, an organization’s greatestresource is its own allocation of talent, not only showed how much talent recruitment, butshowed how to retain and use these talents without a stable workforce development just anempty word. In order to enable the organization to maintain the necessary talent pool toprevent the outflow of personnel, the organization must be fully aware of the impact oforganizational and in-depth study of the various factors that employee loyalty and therelationship between them,controlling factors within the organization, weakening the impact of the external environment,training, repair the problem from its own staff,combined with the organization’s own situation to explore the development of a suitableorganization’s own employees to improve organizational loyalty solution ideas, and inpractice the process of continuously strengthen and improve employee loyalty system.
