Chinese enterprises are used to promoting management personnel from the enterprise internal, as from the enterprise internal selection of the management personnel, they have more profound understanding of the company’s business, familiar with the internal and external environment of the enterprise, they have accumulated more interpersonal and communication channels, on this point, the enterprise internal selection of talent compared to the "airborne" have a greater advantage," If the technical work to digest can do the management" has become a true portrayal of Chinese enterprises promoting management personnel. However, this does not mean that an outstanding professional and technical personnel must be a good manager, due to technical management post and requirements are clearly different, many new managers are not very clear the difference between the two, engaged in management positions cannot be effectively managed. Therefore, many professional and technical personnel in the transition from a technical post to management post in there will be a lot of confusion and problems, this is also a lot of enterprises in the aspects of confusion, this has become a very serious and perplexed problems faced by enterprises and employees in contemporary society.This paper first reviews the experts and scholars on the research literature from a technical post to management issues related to the transformation, review the relevant research results of the obstacles and transformation strategies in the transformation process; secondly, based on the theory of competency and the competency models of the technical management post and the management personnel, the characteristics of two kinds of personnel are analyzed in detail and compared; again, this study also conducted interviews on the part of enterprises in management, summarizes the obstacles and countermeasures existed in the actual transfer process; finally, combining the three parts of the analysis, the barriera of the transformation are analyzed in detail from the five aspects of cognition and transition of the role, mode of thinking and work habits, knowledge and disabilities barriers, personality barriers and the problem related to enterprises management, based on it, the detailed suggestions for transformation countermeasures are given.The innovation of this research is possible on the basis of previous research results, combined with theoretical analysis and practical investigation, analyzed and summarized comprehensively to the common obstacles and problems in the process of transition, based on it, the systematic transformation countermeasure suggestions are given, to solve the problem of the professional and technical personnel to meet obstacles in the transition, to solve the enterprise management of personnel selection and training, as well as the occupation career planning of the staff has important guiding value.
