Post Evaluation Research Of Technical Transformation Projects For Tobacco Machinery Company

In the period of 2011 to 2015, the Tobacco Industry has invested billions of yuan to Tobacco Machinery technical transformation projects. In according to the management requirements of the Tobacco Industry, combined with the actual characteristics of technical transformation projects, post evaluation research can supplement the working mechanism, and improve the project decision-making and management of scientific and normative.As the last link in the process of project management, post project evaluation has been applied on many fields in China. The Tobacco Industry has made a series of management requirements on post project evaluation. But the Research work about post project evaluation of Tobacco Machinery technical transformation projects has not been carried out overall, and post evaluation work has not been carried out by precedent. This paper’s main work:(1) Research post-evaluation theory development present situation in China and abroad, and research the development present situation about project management and post evaluation in Tobacco Industry and Tobacco Machinery technical transformation projects; (2) By analyzing the characteristics of Tobacco Machinery technical transformation projects, according to the existing research results on post evaluation and the management requirements of the Tobacco Industry, set the Tobacco Machinery technical transformation projects post evaluation index set by Delphi Method, and construct the index system;(3) According to the Tobacco Machinery technical transformation project category and characteristics, comparing the method of index selection and the method of index weighting, select the Variable weight grey clustering method and the Grey correlation analysis method which be used filter the index and weight the index of the Tobacco Machinery technical transformation projects post evaluation index set; (4)Build the Tobacco Machinery technical transformation projects post-evaluation model based on the above method, and prove by example.The research results in this paper is building the index system and the post-evaluation model of the Tobacco Machinery technical transformation projects post evaluation. It helps to improve the management level, and has reference and guiding significance to the practical work in The Tobacco Industry and other industries, but also helps to deepen the application of the post evaluation.
