The Investigation Of Elevator Security Supervision Management Of Guangzhou

With the development of social economy, especially in Commercial Real Estate, theelevators are widely applied and have built a close relationship with the public gradually.But the frequent elevator accidents or events are affecting the public safety, and thevicious competition in elevator maintenance market and the government monopolizeddetection are leading the government to be accused on the supervision failure, thegovernment credibility has also been damaged seriously. So, how to supervise theelevator efficiently has aroused public attention, and becomes to a new subject whichneeds to be solved urgently by government. The perfect elevator safety supervision isnot only related to the state’s development but also the social stability, which has theclose relationship with the public daily life. Otherwise, to rationalize the elevatorsupervision system and perfect the safety regulation standard and regulate the marketcompetition order, is benefit to improve the core competition of the enterprise andpromote the elevator industry sustainable development. At present, the system ofelevator security supervision which is covering all aspects has been established, but itcouldn’t adapt to the society development as time going on, so the current system needsto be reformed and improved. In the paper, the problems and the causes in the elevatorsecurity supervision system in Guangzhou were analyzed deeply, with the way ofquestionnaire survey and visiting survey. By analyzing the data of the hypothesis andimplement and results of the research, the problems existing in elevator supervision inGuangzhou were found: the non-delegable and independent duty of the user unit is notput in place; the function of the supervision departments is not clear; the requirementsof the maintenance are too low; the market of detection is not opened. According to thesuccessful experience of foreign countries, a series of solution was proposed abouttransforming the government functions, introducing the market competition, increasingthe maintenance requirement etc. These propose can be used as a reference for thesupervision departments.This paper consists of the following four parts. First, mainly to illustrate thebackground, research meaning and research method, introduce the study status at homeand abroad, define some related terminology and classify the theories. Second，to introduce the Guangzhou elevator safety supervision mode and the successfulexperience of foreign countries, and to design the survey on Guangzhou elevator safetysupervision situation. Third，to gather, summarize, analyze the research results and findthe problems existing in Guangzhou supervision system, expound the cause of theproblems. Fourth, to introduce the conclusion of this survey and make some proposalson how to improve the elevator security supervision in Guangzhou, such astransforming the government function, reforming the system of administrativeexamination and approval, strengthening the management of elevator maintenancemarket and opening the elevator detection market, etc.
