In China,peasant’s homestead is the main part of rural residential. Countries made clear rules for the rual homestead management. However, under China’s current land control system, the stock of rural residential land is large, and using inefficient. There are27provinces’per capita of rural residential area are more than the standards of150square meters set by the "Cun Zhen Gui Hua Biao Zhun". The proportion of the rural land idle for house sites with a total area of about15%. Along with the urbanization, farmers per capita residential area has a trend of increasing.Although scholars pointed out land system problems, but ignore the the differences between areas, villages and farmers.Compared with the previous researches, this study has made some improvement. Firstly, this paper base on the perspective of peasant household to research the impact of scale control and administration on the use of rural homestead. The reason why we research the problem from the perspective of peasant household is that household is the body to make decision in the use of the rural residential. Secondly, this paper points out that land control policy implementation in village is quite different from each other under the unified management system of homestead in China. In addition, we take "whether to allow peasant household building subsidiary room" and "whether to unified planning and construction the peasant household’s housing" to measure the homestead area control strength of the rural village. At the end of the paper, we discuss the dilemma in the process of rural homestead management which is a common phenomenon in China.After statistical analysis of the sample survey conducted in the rural areas of Zhejiang, Hubei, Shaanxi Province of China in2010, it is proved that land control policy implementation in village is quite different from each other under the unified management system of homestead in China. The homestead area control strength and homestead area there are negative correlation relationship; Homestead area control strength and FAR there are positive correlation relationship; The problem of the rural land system inhibit the initiative of homestead management, and the shortage of funds inhibit the ability of homestead management.
