Along with the continuous rapid growing of population and economy, the cultivatedlands of China have suffered serious lost. Due to the taking over of cultivated lands, thenumber of farmers who have no land to cultivate and no social security has increaseddramatically. This fact now has a critical effect on our food supply and environment stability,and is becoming a lurking peril of the current society. One explanation for this is that peoplehave insufficient understanding of the value of cultivated lands. So far most incremental landsin our country came from land conversion. Land acquisition is the only legal way ofconversing rural collectively owned lands to state owned. In recent years, due to the lack ofunderstanding of cultivated lands, a large number of local governments have acquiredcultivated lands for little cost and resold them to developers for extreme profit. This did notonly cause the disorderly expansions of cities, but also caused the waste of land resources.Moreover, the farmers whose land had been taken had not received proper compensations andwill possibly decrease the stability of the society. Thus, the only solution to this problem is tounderstand the value of cultivated lands completely and measure cultivated lands accordingly.The study of the social value of cultivated land resources can help to comprehend the worth ofcultivated lands and to seek the correct system of appraising the social value of cultivatedlands. This study is also the precondition of perfecting the cultivated land evaluation system.Besides, the study can be a reference to comprehensive evaluation of cultivated lands, whichhas reality means.This article is divided in to7chapters. The content of each chapter is as below,Chapter1: introduction. This chapter briefly introduces the background, purpose andimportance of the study. Also this chapter provides reviews of studies done by otherprofessionals and proposes the method for this study. The end of this chapter also shows theinnovation of this study.Chapter2: Theoretical principle of study. Firstly this chapter explains the concept andstructure of cultivated lands valuation. Secondly, this chapter introduces social properties, social functions and social value of cultivated lands. Thirdly, this chapter reviews the currentevaluation system of cultivated lands and points out the potential issues within it.Chapter3: Conception and system of appraisal of social value of cultivated landresources. This chapter presents the conception and establishes the system of this study, andfurther introduces the method of evaluating social security and social stability.Chapter4: reviews of the current evaluation system and existing problems of cultivatedland resources. This chapter introduces some common methods, and point out that itsevaluation mainly focuses on the economic value, and ignores the social value and ecologicalvalue.Chapter5: Case study (Xi’an). Firstly, this chapter introduces the current situation ofXi’an. Then in this chapter,2different methods have been used to appraise the social value ofcultivated lands in Xi’an. They are CVM and evaluation system. Lastly, this chapter analysesthese two methods independently.Chapter6: The application and suggestion of the appraisal of social value of cultivatedlands. This chapter concludes the study of this article and proposes measures to establish andperfect the compensation program of cultivated lands acquisition and social security programin the countryside.
