The real estate industry is closely related to people’s livelihood, and also closelylinked with the trend of economic development; it is one of the important pillarindustry of the national economy. Throughout the development process of decades ofChina’s real estate industry, the macroeconomic situation and national policy arealways the two important factors to influence the development of real estateenterprises. It has a great impact on the whole world economy including China, sincethe2008economic crisis sweeping the globe. Affected by the macroeconomicsituation spread, real estate enterprises in China has entered a period of developmentdifficult. In order to maintain the stability of the real estate market, our governmenthas issued relevant policies many times to regulate the real estate enterprises, propertybuyers and some speculation, the real estate market in China has therefore presentsthe change radically the situation. At the same time, real estate prices in China havesoared, Malignant property transaction and some enterprises violations furtherexacerbated the housing bubble, the government more stringent regulation and controlmeasures will be imperative.Policy risk is caused by the risk of government policy. For any real estateenterprises, policy risk is the problem must to be faced which can not be avoided. Thecomprehensive of real estate enterprises is very strong,need high investment, so it hasthe existence of high management risk; The real estate industry chain is very long, thenational policy can begin to control in any link, and they will have a great effect onthe real estate business; The cycle of the real estate project is very long, three or fiveyears even more the construction of sale cycles are difficult to cope with the policyintervention at any time and flexible. Therefore, the real estate enterprises to healthydevelopment, must be prepared to deal with the policy riskThis paper used induction, chart analysis, linking theory with practice,qualitative and quantitative analysis methods and so on, the basic theory of risk to thereal estate enterprise policy are analyzed, methods of real estate enterprise policy riskassessment are explored, and combined with the current situation, for the policyresponse to the real estate enterprise risk, to maintain its healthy development putsforward measures and suggestions.The paper first discusses the development of the real estate business policy risktheory. From the general definition of risk in the risk of policy implications areexplored, then the real estate enterprise policy risk implications are summarized. Onthis basis, further analysis of the characteristics of real estate enterprises policy risk,analyzes the types of the risk of real estate enterprise policy from three differentangles. Secondly, analyzed the policy risk of the economic crisis faced underbackground of the real estate enterprise. By reviewing the background of theeconomic crisis and the development of real estate enterprise policy, actual effect onall types of real estate policies on the development of the real estate enterprises areanalyzed. Thirdly, build a real estate business policy risk assessment model, andused Chongqing Hechuan as an example, the specific demonstration of the steps andresults of evaluation policy in real estate enterprise risk. Finally, suggested on the risk of policy of the real estate enterprise faced with.First put forward policies to dealwith the real estate enterprise risk should follow the principle, and then put forwardsuggestions on policy to the real estate enterprise risk from two aspects of generalmeasures and special measures.
