In the era of knowledge economy, the competition has become the main theme of today’s society. Enterprises to survive in the competition and development to enhance the core competitiveness lies in the cultivation of knowledge workers, attention and management. Knowledge worker has become the core of the human resource management objects. However, as the enterprise competition intensifies and the transformation of people’s ideas, brain drain phenomenon in domestic enterprises is more serious, especially in private enterprises and small and medium-sized enterprises. The loss of knowledge workers has become important factors that hinder the further development of SMEs. Explore how SMEs can strengthen the knowledge-based staff management issues have important practical significance. How to get the loyalty of knowledge workers has become the focus of concern for SMEs.Firstly, by reviewing of the literature, the article summarizes and evaluates research status on employee loyalty at home and abroad. Secondly, on the basis of the literature analysis and interviews, paper analysis factors of impact the knowledge-based employee loyalty based Mongolia SMEs context,and builds Inner Mongolia SME knowledge worker loyalty factor model, and puts forward the hypothesis of this article. The study conducts a questionnaire survey of210knowledge workers of the Inner Mongolia region, using factor analysis, analysis of variance, correlation analysis and regression analysis of the data collected with SPSS16.0.Studies show that, the hypotheses proposes enterprise development, leadership factors, participation and management, internal communication, organizational identity, work itself, the reward system, promotion and development, market-oriented employment mechanism, the government support and10influencing factors exist significant the relationship with the Inner MongoliaSMEs in knowledge-based employee loyalty. The most significant factor of regulating the loyalty is the reward system, corporate development and leadership factors; the most significant factor of affecting feelings of loyalty is the organizational identity, participation and management, the work itself and the remuneration system; the most significant factor of continueing loyalty is promotion and development, internal communications, government support and market-oriented employment mechanism. The data show that Inner Mongolia SME knowledge worker demographic characteristics variables with different dimension of loyalty and has capable of impact employee loyalty in varying degrees.According to the above findings and analysis, based on the characteristics of knowledge workers of SMEs in Inner Mongolia, this study proposed positive measures for small and medium enterprises in Inner Mongolia to develop and enhance the loyalty of knowledge workers from their own point of view, the government’s point of view. This has important implications for training and improving loyalty of knowledge worker in the SMEs in Inner Mongolia, which will retain outstanding knowledge talent.
