Research On The Reform Of Ecological State-owned Forest Farm In Heilongjiang Province

The state-owned forestry in the Heilongjiang Province consists of two main systems:the forest industry system under the control of the Forest Industry General Office, and the regional state-owned forestry system under the control of the Forestry Department and Local Governments in the Heilongjiang Province. Covering16.3%share of the entire territory within the province, the regional state-owned forestry, governed by the Forestry Department and local governments, occupies35%share of the whole square of the forest land within the province, playing a major role in the forestry of the Heilongjiang Province. In the recent years, problems as the erosion of forest land and the poverty in forestry farms, etc. have taken place in the regional state-owned forestry, which were not solved at root in spite of a series of reformation. The latest reformation in the state-owned forest farm divides400regional state-owned forest farms into7merchant ones and393ecological ones; meanwhile the reformation in operational mechanism has been carried out as well. Some achievements reached, however the systematical transformation in deep surface was still not be touched, leaving many problems such as the incoherence among the system. Nowadays, the ecological state-owned forest farms have covered98.25%share of the whole regional state-owned forest farms within the province, it is very significant for the healthy development of ecological state-owned forest farms by means of further research on the existent problems and the exploration on the reformation.Based on the investigation and a series of theories, concluding public product theory, institutional change theory, transaction cost theory, sustainable development theory in forestry and stakeholder theory, this thesis elaborates the current situation, operation and results of the reformation in the regional state-owned forest farms within the Heilongjiang Province, and systematically analyzes the major problems exposed in the management of ecological state-owned forest farms, and proposes the terminal purpose, context and measures of safeguards of the further reformation of ecological state-owned forest farms along with the discussion about the do’s and don’ts in the process for providing evidences of the further reformation of ecological state-owned forest farms, by the means of the analysis of measures in forest farm’s reformations at home and abroad as well the conclusions of the relevant experiences and operations.
