In the first half of the19th century, the modern enterprise system born, and then,with the conduct of the production and business activities, performance evaluationalso appeared. Throughout the development process of the domestic and internationalperformance evaluation, it can be found that the performance evaluation which isbased on the value management is the development trend of the theory and practice.Value Management is a management model to achieve added value in dailyproduction and operation management process, and it is the most popularmanagement concept from the last century to now. Applying the concept of the valuemanagement into enterprise performance evaluation system and establishing aperformance evaluation system based on the value-added, it will improve the level ofthe entire organization’s strategic and strengthen the business decision-making ability.In recent years, some Chinese enterprises introduce the value management methodsand realize to enhance the relations between company’s performance and valuemanagement. However, at this stage, the use of performance evaluation index systemis mainly a performance evaluation system which the country evaluate thestate-owned capital. For the high-tech enterprises, it stills do not have a fixed,scientific and feasible index system to evaluate its performance.The high-tech enterprises is the main driving force for the economicdevelopment in a new economic era, technological progress and the comprehensivenational strength enhancement, and they are continuously improving the status inChina’s national economy. As high-tech enterprises have the scientific andtechnological achievements and the combination of high-tech enterprises in venturecapital and intellectual capital, its labor productivity, resource utilization andefficiency is higher than traditional industries, what’s more, high-tech enterprises havethe high investment, high return, high risk characteristics, it makes high-techenterprises have a greater difference between traditional enterprises on the growthmode and characteristics of production and management, so resulting in the valueconstitution and performance evaluation based on value management exists largedifferences between high-tech enterprises and traditional enterprises. Because of thesedifferences, the traditional performance evaluation index system has not been able tomeet the needs of high-tech enterprise performance evaluation.This paper uses the norm research method, firstly, elaborates the background,significance and the content of the research, and discusses the feasibility and thepotential theoretical significance and practical significance. What’s more, reviews theliterature about value management and performance evaluation index system ofhigh-tech enterprises from abroad and the domestic two levels, and evaluates theadvantages and shortcomings of those related researches, extract the main line of thepaper; Secondly, redefines the value connotation of high-tech enterprises and its source of value based on the characteristics of the high-tech enterprises and its valuemanagement features, and brings the concept of value management into the high-techenterprises performance evaluation system. On the basis of the BSC, determine thefocus of the value-added which contains financial, research and innovation, intangibleassets, stakeholders and growth potential as five mutually cross evaluation level,constitute a complete performance evaluation index system; Finally, this paper selectsa sample high-tech enterprise to inspect the performance evaluation index system, andpoints out the advantages, some problems may encounter in the implement process ofhigh-tech enterprises performance evaluation index system based on valuemanagement and some proposed measures to those problems, it will provide guidancefor the performance evaluation of high-tech enterprises in a novel perspective.Although, in the build process of the performance evaluation index system based onvalue management for the high-tech enterprises has some disadvantages, it need tocontinue the discussion in a follow-up study analysis, but overall, the performanceevaluation system not only help to maximize strategic objectives and achieve theirhealth and sustainable development, but also provides a new idea for the study of ourperformance evaluation theory.
