The tax rebate policy is a tax incentive mechanism to encourage exports in eachcountry. This policy enables the local products to enter the international market by theprice with zero tax or a lower tax rate which increases the local products’competitiveness in international market. Hence, the tax rebate system has become aninternational convention.Since its application in1994, this policy has become one of the important means ofnational austerity, playing an important role in the promotion of the economicdevelopment of foreign trade and the inspiration of the domestic economy.The textile and garment industry is the traditional industry in Chinese economicdevelopment, which plays an important role especially in the Quanzhou area. Sincethe textile and garment industry highly depends on the export, the influence of exporttax rebate rate adjustment is more obvious in this industry. Currently, a great portionof the profits relies on export tax rebates in many textile and garment exportenterprises. Under the international economic recession, the export of textile andgarment industry is facing great challenges. Therefore, the most important issue ishow the textile and garment industry make good use of the export tax rebate system,which is considered as "double-edged sword", to effectively promote the developmentof the export of Chinese textile and garment industry.This paper studies the influence of the export tax rebate policy adjustment on thetextile and garment export enterprises in Quanzhou area, and provides a reference forthe development of the strategic adjustment.Based on the four stages of China’s textile and garment export tax rebate rateadjustment, the paper investigate the tax rebate adjustment’s impact on China’s textileand garment industry, specially on Quanzhou textile and garment export enterprises.The paper analyses the typical cases of Quanzhou textile and garment exportenterprises and investigate the main problems in Quanzhou textile and garmentindustry. Regarding on the business development and decision-making, this paper put up several major strategies like brand strategy, supply chain integration strategy,customer strategy, which provide reference for Quanzhou textile and garment exportenterprises management, decision-making.
