Discussion On The Quality Of Life In Kunming Objective Analysis And Short Board Factors

City is a society formed after many people get together, whose existence anddevelopment is to provide space for human living and development and meet theirmaterial and spiritual needs. Since the new century, urbanization has processed underthe guidance of material-centered concept, resulting in the deviation of "dislocation"and "offside" and "absence" when the government performed its duties, to ignore thecomplexity and diversity of human social development, with the lack of urbanenvironment and resources protection and the weakness of basic social elementsconfiguration such as infrastructure, and the public service out of place. The reality isthat social development and rapid economic development is not harmonious and "citydiseases" overdraw the residents’ life quality, making the city fade away from its realintention.It’s worth noting that different developmental levels and the imbalance ineconomic/social/cultural foundation, geographical position and natural environmentbetween cities can make cities’ life quality present different conditions. Deficiency insome aspect of life quality of a city not merely drags the overall life quality but alsorestricts progress on other fronts, leading to worse and worse. Conversely, to find andimprove a city’s short board can not only make up for the lack of this aspect but alsomake other aspects better to improve life quality from different sides. This paperfocuses on a single city-Kunming to study its life quality of residents and discuss itsshort board factors, in order to provide reference for formulation and implementationof policies about urban scientific developments and reasonable planning and finally,for life quality improvement.Kunming’s life quality level is deemed to be low, which can be found throughcontrasting the national level in some references and comparing specific indicators oflife quality objective index evaluation system (including personal and socialindicators, such as the income, consumption, housing, transportation, education, social security, medical and health, life and health, living environment, culturalrecreation, employment)with those of Dalian, Nanjing, Jinan, Changsha, which arechosen for the most close population size as Kunming’s and consideration to eastern,middle and western regional difference. Through factor analysis to quantitativelyanalyze life quality objective index evaluation system from2005to2009, aside fromKunming’s low overall life quality being declared once again, a conclusion is drawnthat compared with the whole composed of35large and medium-sized cities,Kunming’s “short board” for the life quality is consumption structure. To find factorswhich have effects on consumption structure, using the panel data model to makeempirical analysis is needed. According to the analysis, on the one hand, lowdisposable income and spending, high CPI compel Kunming residents endure doublepressures, on the other hand, though its industrial structure and logistics transportscale rank center, the consumption structure doesn’t get over the low-end situation.Finally, the following suggestions are put forward. On the one hand, implementthe public financial concept based on the government functions return to improveresidents’ disposable income. In the government secondary distribution field, focus onexpanding direct payment to low-income residents at short term; provide long-actinglife safeguard mechanism at long term. In the first distribution field, pay moreattention to fairness of education opportunity to enhance market competitiveness.About the policy implementation funding, actively promote the intergovernmentalbudget adjustment mechanism operation to enhance lateral transfer payment fromeconomically developed areas to the less developed areas whose public financialservice levels could be strengthened hopefully. On the other hand, Kunming shouldpay more attention to internal coordination and integration of industry structure in theprocess of industry scale ascension: promote the first industry industrialization andthe origin and market linking; effectively solve unreasonable problem of highwaycharges, intensify the railway construction investment, mend logistics industrycompetition structure; encourage development of emerging service industry toimprove the consumption demand besides paying attention to income growth. The last, establish government performance management mode under the life-quality-oriented guidance and for the concept of public service, link budget to performance,strengthen the audit supervision.
