Our region economy developed rapidly since the"9th Five-Year", per capita net income significantly increased, especially after 2000, farmers and herdsmen income growth noticeably. However, due to leagues and cities resource endowment, economic development level are different, the farmers and herdsmen per capita net income between leagues and cities grow unbalancedly, the gap between leagues and cities are larger.This paper the farmers and herdsmen per capita net income in my region for the study, using qualitative analysis, quantitative analysis and empirical analysis and combining methods to research. First, researching the farmers and herdsmen per capita net income developing and changing trends in the region 1978-2007,through analyzing, I will be the District 30 years revenues in our region are divided into four stages, namely : rapid growth Stage in 1978-1984; the slow growth stage from 1985 to1995,in 1996-2001 was slower after the first phase of quicker growth; 2002-2007 rapid growth phase for policy factors pulling. on the basis of farmers and herdsmen Income changing trend in our region, various leagues and cities farmers and herdsmen Income as a unit, from the coefficient of variation, the absolute revenue volume and growing change in the dynamics of farmers and herdsmen Income studyed the regional differences, the differences of farmers and herdsmen Incomein our regional divided into three stages, namely:in the stage farmers and herdsmen Income gradually narrow the gap, the stage farmers and herdsmen Income rapidly widening and the stage farmers and herdsmen Income widening gap gradually. , Through empirical analysis, using an econometric model, analyzing regional differences causes of farmers and herdsmen Income ,the regional non-agricultural development level, farmers and herdsmen physical quality, the farmers and herdsmen education level and Production conditions in rural and pastoral areas are the main factors affecting farmers and herdsmen Income. On the basis of the study,the adcice on increasing in our region farmers and herdsmen Income and promoting regional development coordinatedly were given.
