Low-rent housing project is implemented by the Chinese government in order to protectthe basic living conditions of low-income families lodging problem. Low-rent housing has thecharacteristics of public welfare, It’s construction funds mainly come from government funds,provident funds, land net income and value-added policy funds. The resource of funds islimited single and unstable, because of many cities are facing the problem of shortage offunds, low-cost housing construction has suffered serious setbacks. Alone policy fundingrecourse is difficult to meet the demand of the majority of low-income families innovative themode of low-rent housing, operation is imminently..PPP model has applied in the field of city infrastructure and public utility in manyWestern countries. It has show a strong advantage. it To combine the advantages ofgovernment, private investors and financial institutions, both reduce the financial pressure,improve operational efficiency and service quality, but also for private investors to bringstable income. The wide range of applications in the field of public infrastructure hasprovide a good lesson for China’s low-cost housing construction.The paper access to a large number of documents of China’s low-rent housing project’smain policies. Based on the study of the theory of the PPP model, combining with the currentdevelopment of low-rent housing system in our country, analyzed the PPP mode is necessaryfor our country’s low-rent housing construction, provide the basis for low-rent housingprojects;On the basis of the PPP mode risk characteristics, through the WBS-RBS riskidentification method to identify the main risk factors of low-rent housing projects.Byanalyzing multidimensional attribute characteristics of project risk, the risk factors for PPPmode of low-rent housing project is divided into four dimensional properties evaluation, andconstructing the multi-dimensional function,Then individual risk factors of PPP mode riskdegrees. Using the improved analytic hierarchy process to determine weights of criteria layerto the total target values, calculate the comprehensive risk degrees. Finally according to theresult of risk analysis, combined with domestic and foreign universal principle of risk sharing,given rationalization proposals of low-rent housing of PPP mode project ‘s risk.Useing ofrisk sharing utility theory and bargaining game theory construct sharing profit distribution model. the Nash equilibrium is the optimal distribution of the results.Finally combined withthe empirical analysis, the paper illustrates the research and theoretical method has practicalsignificance, providing the reference for the PPP mode of low-rent housing project riskassessment.
