Study On The Effect Evaluation Of Shanxi Public Rental Housing Policy

Public rental housing is a kind of indemnificatory housing which is introduced by our government to solve the housing problem of "sandwich layer" group and perfect the housing security system in our country.In 2006,Shenzhen,Xiamen and other cities took the lead in exploring public rental housing,but the public rental housing system was not formally established until the seven ministries and commissions jointly issued the Guiding Opinions on Accelerating the Development of Public Rental Housing in 2010.Although the public rental housing is relatively "young" in the housing security system of our country,the legalization and standardization of its system after its establishment is much faster than that of the previously established affordable housing and low-rent housing system.is the main component of affordable housing in China.In 2010,the government of Shanxi province issued the interim measures for the management of public rental housing in shanxi province,and began vigorously developing public rental housing.After ten years of development,the housing security system of public rental housing,affordable housing and shantytown reconstruction covering low-and middle-income families in towns has been constructed,which solves the problem of housing difficulties for more urban low-and middle-income families.However,the public rental housing policy is also constantly emerging new problems and challenges in the process of development,so the implementation of its policy to assess and identify the root causes of the problem,can be proposed for the subsequent policy adjustment some have Effective advice.Based on the evaluation of public rental housing policy in China and Shanxi province,this paper makes a descriptive analysis of the development of public rental housing in Shanxi province based on the change of the policy,then constructs the evaluation index system from the policy objective,and evaluates the effect of the public rental housing policy in Shanxi province by combining qualitative and quantitative methods.In the overall evaluation,entropy method and questionnairemethod are used to evaluate the adequacy and responsiveness of the policy.The evaluation results show that the public rental housing policy of Shanxi Province has played a significant role in improving the housing difficulties of lowand middle-income families in cities and towns since its implementation,but it has played a little role in stabilizing the real estate market and curbing the excessive rise of house prices.At this stage,there are a series of problems such as poor property management quality,imperfect surrounding infrastructure and low building quality.In view of the evaluation results and the actual situation of Shanxi province,the following suggestions are put forward: strengthening the construction of public rental housing system;improving living conditions on the basis of ensuring "living and living ";guiding the public to change the inherent concept of housing;and effectively playing the role of the market.
