Research On Self-organization Evolution Of SKL’s Independent Innovation Ability System

State Key Laboratory, referred to as SKL, is the research entity, which relies onnational investment, university, scientific research institutions and enterprise construction.SKL is research backbone strength of China’s basic research, strategic high technologyresearch and important public welfare research. As an important part of national scienceand technology innovation system, the SKL’s independent innovation ability plays adecisive role in improving the whole function of national science and technologyinnovation system.SKL’s independent innovation ability is a knowledge system with openness andspecific attributes. The nonlinear interaction between every internal factors of the systemcan prompt the system away from the equilibrium state. In the random fluctuation ofincentive, the system is a typical dissipative structure system, which can realize mutation,transition to advanced, orderly state. Therefore, this paper discusses self-organizingmechanism of SKL’s independent innovation ability, and has important theoretical valueand practical significance in revealing the evolution of SKL’s independent innovationability, expanding promotion effective path of SKL’s independent innovation ability.Firstly, this paper expounds the research status of SKL’s independent innovationability from the domestic and foreign, and constructs structure model of SKL’s independentinnovation ability system through the elaboration of SKL, independent innovation andindependent innovation ability system; secondly, this paper expounds the dissipativestructure theory and analysis the self-organizing characteristic of SKL’s independentinnovation ability system; thirdly, this paper analyses self-organizing evolution mechanismof SKL’s independent innovation ability system based on the dissipative structure theoryand related self-organization theory, and constructs the self-organization evolution model,clears the internal structure and coupling mechanism, in order to reveal the basic laws of its self-organization evolution, and through the case analysis of CM State Key Laboratory;finally, this paper further puts forward suggestions to optimize SKL’s independentinnovation ability system.
