The Effecting Mechanism Of The Governance Structures Of State Key Laboratory On Its Independent Innovation Capability

State key laboratory (SKL) is an important base to carry out high-level basicresearch and cutting-edge technology research, gather and train outstanding scientists,promote academic exchanges, and is one of the key components Chinese InnovationSystem，also takes inescapable responsibility and mission for implementing the spiritof the18th National Congress of the Chinese Communist Party, promoting the processof constructing innovation-oriented country, strengthening independent innovationcapacity of our country. The level of national independent innovation directly dependson the evolution and promotion of independent innovation capacity of SKL.As thegovernance structure is the central hub for management system of SKL, so it’s oftheoretical and practical significance to investigate the effecting mechanism ofgovernance structures on its independent innovation capacity.Governance structures perform as propellers and brakes in the formation andevolution of their independent innovation capacity. Firstly, based on reviewing theprevious work on several key governance issues and its independent innovationcapacity of SKL, and according to Governance Theory, the connotation, componentparts and feature of SKL’s governance structure and independent innovation capacityare given, then status quo in independent innovation capacity of SKL in China isexamined, and also a analysis model for effecting mechanisms on independentinnovation capacity is brought out. Afterwards, the paper makes further exploration ofconcrete effecting mechanisms from aspects of internal and external governancestructures, which consist of synergy of multi-stakeholders, incentive mechanism ofinnovation policies and strategies, pinched effect of performance-oriented system,optimizing mechanism of expert consulting system, mechanisms of elasticorganization structure, catalytic mechanism of innovative culture. Finally, the paperprobes main barrier factors for independent innovation of SKL in view of governancestructures, integrating the relevant factors and problems related in whole paper,provide some targeted and specific suggestions from the aspects of establishingcooperation mechanism of multi-stakeholders, optimizing appraisal systems andimproving systems of academic committee and administrative committee, buildingenvironment of innovation culture and other aspects, which will provide a importantreference to mature institutional mechanisms of state key laboratory.
