A Research On The Basic Public Service Of Affordable Housing

Housing problem is a significant issue concerned by government. The system ofAffordable Housing not only reflects the respect of right of occupancy, but also aprerequisite in building up a righteous, harmonious and stable society. With thedevelopment of economy and reformation of housing system, recently years, thegovernment pays more attention to the construction of affordable houses. Our countryhas set up an institution of affordable housing which mainly focuses on the low andmedia income groups and possesses a certain amount of diversity. As a result,people’s housing condition is improved prominently.In the twelfth five-year-project, the government plans to construct36million setsof affordable houses, which would elevate the coverage to20%and solve thedifficulty of housing for the low and media income groups. However, by contrast ofthe swift movement of affordable housing, its public service is delayed which causes aseries of obstacles including undeveloped public transportation and communalfacilities, lacking of medical and education resources, etc. Therefore, completing thepublic service has become the key of implementing of affordable housing policy.This article would take a research on the challenges of the public service ofaffordable houses, aiming to offer some enlightenment in improving China’saffordable housing system. In detail, this article would combine literature study andsocial investigation and use new public administration theories, housing diversitytheory and housing financing theory as guidance. After the concepts of affordablehousing community and public service are defined, Beijing, Shanghai and Qingdaowould be picked up as samples. By analyzing three city’s condition and socialinfluence of affordable houses’ public service, the causes of problems would bepointed out, such as, irresponsibility of government, failure in planning and shortageof fund. Afterward, several advises which benefit from USA and France’s successful experience would be proposed, including defining the government’s duty andevaluation mechanisms, better site selection, financing support and legislation issues,etc.
