Public Policy System To Support The Economic Development Of Hebei Costal Areas

Public policy has a great effect on regional economic development in guiding andpromoting. On October,2011, the implement of Hebei coastal development planningmarked the fact that the development of Hebei costal area officially rose to the nationalstrategy level. But for now, Hebei coastal area Qinhuangdao, Tangshan and Cangzhou,have been in a state of self-development for a long time, which leads to the lack ofintegrity and formed power of regional development. Therefore, constructing the publicpolicy system, accelerating the integration of costal regions, become the most urgentproblem to be solved.First, based on the theory of growth pole, the theory of market failure and the theoryof regional economic integration and so on,this paper introduces the research status,anddefines the meanings of the basic concepts of public policy implications and the supportsystem of public policy.Second, while analyzing the recent Hebei coastal economic development and publicpolicy status, this paper focuses on the current situation of Hebei coastal industries by wayof Shift-Share Method which sets the status of industrial development as an example.Thecurrent situation of Hebei coastal industries and data results indicate that the existingissues in the support systems of public policy,the discrepancy between the existingsupport systems of public policy and constructed counterpart, from which propose publicpolicy system to support the development of the costal areas of Hebei.Third, by comparing and studying the practical experience and enlightenment of thepromoting function of public policy in Tokyo, Japan by foreign and the Yangtze RiverDelta Economic Zone in our country, the article explores and analyzes both economicdevelopment picture and specific public policy respectively, from which gets the insightsto the economic development in Hebei coastal region. Then according to thecorresponding theory and practice at home and abroad, the investigation makes adetermination to the functional orientation of the support system of Hebei coastal publicpolicy and builds a model for the public policy support system. Finally, based on the constructed public policy support system, we give the Hebeicoastal public policy support system implementation strategy,and put forward the sevenmodules specifically for the corresponding countermeasures and suggestions for the betterand faster development of coastal areas of Hebei provides ideas and promotes economicgrowth in coastal areas.
