With the development of the Chinese engineering design industry, the research abouthow to use and manage the engineering design talents is increasing also. But in general, thetraditional engineering design talents management and use generally based on the dominantcharacters, less pay attention to intrinsic ability characteristics. In recent years, competencymodel is consider to be an effective tool in the knowledge type talented person management.On the other side, the lack of accurate performance evaluation indexes and quantitativeperformance evaluation data support, the management of the knowledge-type employeesalways is a problem in enterprise human resources management. Competency modeldetermine the core competence based on performance and work behavior of employees,especially suitable to investigate and judge of employee’ s ability. Based on the REC, thefamous engineering design company as the research object, this paper aims to study how toestablish the engineering design personnel’s competency model and how to use thecompetency model to manage personnel, so as to improve the management efficiency of REC.This paper studied the competence, competency model, competency model building andthe current domestic research about engineering design personnel competency at first. Furtherexpounds the knowledge about the concept, classification, construction method, focus on thecurrent academic circles for engineering design personnel quality requirements of the researchresults, in order to lay a solid theoretical basis for the follow-up study.Based on the above research, this paper use the literature analysis, critical incidentinterview method, enterprise strategy analysis, respectively analyzes the industry to talentedperson quality expectations, high performance behavior of talents quality requirements andthe influence of the enterprise development strategy on the requirements of the quality oftalents. In stages, we construct the personnel’s general competency model.Third, according to the competency model, prepare the personnel competency modelquestionnaire, using exploratory factor analysis and structural equation model to verify thismodel, to determine the effectiveness of the model.In the last part, this paper analysis the deficiencies in the recruitment and trainingaspects.Combined with the competency model, designed and described how to use thecompetency model for recruitment and training, and descripted the key link to carry on.This paper is a summary about the construction and application of the REC engineeringdesign personnel competency model. The experience has its certain reference value.
