Study On Evaluation System Of Liuzhou’ City Innovation Capability

In recent years, China has strengthened construction of innovative city.Majority of the studies often ignore differences between specific cities. Most makethe eastern coastal city research object so that the conclusions can not be applied toevaluate innovation capability of western city. Therefore, this paper takes Liuzhou asthe object to evaluate innovation capability of western industrial city.Firstly, researches and practices at home and abroad are reviewed aboutinnovation ability from the aspects of the factors, evaluation function, evaluationindex system and the application of evaluation index system. Then, it establishestheory basis of the city innovation ability evaluation system which includes theresource-based theory, dynamic capability theory and balanced scorecard theory，andalso introduces the four methods which are commonly used to evaluate innovationability, including DEA(Data Envelopment Analysis) and so on. This paper analyzesthe overall innovation situation of Liuzhou from the aspects of innovation,innovation environment, innovation basis vectors and innovation needs. It alsoanalyzes the specific characteristics of industrial enterprises and emphasizes theimportant role that industrial enterprises can enhance the Liuzhou’s overallinnovation capability. So, these provide a practical basis for the construction of thecity innovation ability evaluation index system of Liuzhou. Based on the above, ituses the Delphi method and AHP method to form city’s comprehensive evaluationindex system of Liuzhou’s innovation capability and analyzes city innovation abilityof Liuzhou. The paper comes to the conclusion that the city innovation of Liuzhouhas the problems in the aspect of low level of transformation between input andoutput, inadequate whole innovation input, low level of innovation output and so on.Therefore, this paper finally put forward the recommendations for strengtheningcity innovation ability of Liuzhou in the aspect of perfecting innovation system ofindustrial city, forming diversified innovative investment system, constantlyimproving the innovation policy and environment, increasing R&D investment ofindustrial enterprises and so on.
