Distribution and transition among the rural labor force in the three industries is the significant achievements of China’s market economic reform and industrial reform. Since the reform and opening up, reforming the rural economy and the gradual opening up of the urban and rural markets, greatly promoted the transfer of surplus rural labor to non-agricultural industries and urban sector. Which promote rural economic development, improve the income level of farmers, urban and rural development is of great significance. Although the urban-rural dual structure of the labor market in China was eased, due to the institutional constraints of urban and rural household registration policy, the level of China’s rural labor market remains sow. Baiyin has rich rural labor resources. However, because of the urban-rural structure system and singly industrial structure. The large number of rural laborers are still stranded in the countryside, market-oriented rural labor resources allocation effect is not obvious. This paper took Baiyin City as the research object, taking the coordinated development of the industrial structure and employment structure as a starting point, impact on non-farm employment of rural labor and rural labor market-oriented focus from the silver industrial structure adjustment on two fronts market-oriented configuration of the rural labor force of Baiyin City. It is of a certain practical significance for solving the resource-exhausted cities structural unemployment problem, promoting rural labor market processes and improving labor efficiency of market allocation of resources.Based on the perspective of rural labor market-oriented configuration and theory of labor and industrial structure and employment structure in the theoretical study. Firstly, Analyze the situation of market allocation of labor resources in rural areas.For a conclusion that the employment structure of the rural labor force is still based on the first industry, the employment structure of the rural labor force is still the first industry-based; Secondly, making an empirical research focus on the relationship between the industrial structure and the rural labor force non-farm employment in Baiyin City by use the gray relational analysis. The results showed that:at this stage non-farm employment of rural labor is primarily to the second industry, industry influence on non-farm employment of rural labor is greater than the construction industry; Wholesale and retail food and beverage industry-, transportation is most closely related to the rural labor force non-agricultural employment in the third industry, but real estate, finance and insurance level of development is still lagging behind, wnich is weak in absorbing the rural labor force. Lastly, from the perspective of qualitative and quantitative assessment of the rural labor market process By constructing the evaluation of the extent of the rural labor market indicators, Reached a conclusion that the level of the market is lower behind the national level.Finally, combing with rural labor force configuration and industrial structure condition in Baiyin, from the influencing factors of Rural surplus labor market configuration in Baiyin, Strengthen the implementation of the policy efforts:accelerate the establishment of a unified, standardized labor market; improve the labor social security mechanism, vigorously develop the tertiary industry and to strengthen primary industry to provide effective platform for the transfer of rural labor force; weaken the urban-rural dual structure, balance urban and rural development; strengthen vocational training and encourage entrepreneurship, broaden the employment channels.
