Basic Research On Hubei’s Rural Land Transfer From The System Angle

As an agricultural country of China, in the urbanization process, the new ruralconstruction, scale operation, and the development of modern agriculture, have put forwardnew requirements for the Chinese rural land ownership’s transfer system, How to do toimprove the rural land ownership’s transfer system or innovation， and to what level of theimprovement or innovation, has yet to be us to explore and summarize. Based on this, thepaper selected Hubei province which is China’s major grain producing provinces located incentral China as the research object. First, we theoretically analyze the rural social attribute,the relationship of the land market, labor market and rural land system, and give a review ofChina’s rural land institutional change and the relevant system innovation. Then, describe thesituation of Hubei province rural land transfer, and summarizes characteristics and systeminnovation of rural land transfer. Last, from three dimension of cognitive dimension,normative dimension and control dimension we make an empirical analysis of the evolutionprocess of land transfer system in rural areas of Hubei province.Through the study, Our research conclusion is: in recent years, Hubei province rural landtransfer speed obviously accelerated, but growth slowed, the rural land transfer showsregional differences; The rural land transfer is increasingly organized, standardization, form isgiven priority to subcontract, land flow mainly between farmers, land transfer price is low,land transfer period is mainly to short or medium term, the government’s policy to promote;Since reform and opening up, the rural land transfer system development present progressive,persistent, and periodic, characteristics of the development undergoing from cognitive andnormative, and then to control institutional change, through our deduction we think the futureconstruction of Hubei rural land transfer system should be focus on the market platformbuilding. At the same time we put forward the following relevant policy: strengthen regionaleconomic strength, guide the surplus agricultural labor force non-agricultural employment,and provide convenient policy for agricultural population migration; Adjust measures to localconditions to develop rural land transfer policy, encourage the development of diversificationof the rural land transfer system, to avoid administrative power too much intervention in ruralland transfer; Accelerate the construction of rural land transfer market, the establishment of rural land information platform, standardize market order. Finally, we gave the deficiency andthe prospects of future research.
