As an emerging tourism form, agricultural tourism not only provides a new leisureproducts for city residents, but also promotes the adjustment of agricultural structure,increase the income of peasants, keep the maintenance of rural social and economicsustainable development, and it also has an important role in promoting the building ofnew socialist countryside, and the building of a harmonious society. As a result, thisemerging industry has become the first choice of our country’s economic development,especially for the rich tourism resources in Minority Regions, It is a best way to get ridof poverty and backwardness. In recent years, in the development of agriculturaltourism, due to unreasonable distribution of interests, the contradiction amongagricultural tourism stakeholders is more and more apparent, which has a negativeimpact on the development of agricultural tourism. But the existing development modeof agricultural tourism not only can’t solve these problems, to a certain extent, but alsoexacerbated these problems. In this paper, on the basis of previous studies andintroduction of Stakeholder Theory, according to the characteristics of agriculturaltourism, so we get the proper agricultural tourism development model, that is we putforward the operation mechanism of cooperative development model and the way ofrealization. Finally the application research is in En Shi agricultural tourism in case ofFengXiangpo, from which we make the following conclusions:Firstly, from the China development of agricultural tourism to model andlimitations are analyzed, and the research of related concepts, including agriculturaltourism, agricultural tourism development model are defined. To seek out how toeffectively unite local government, the development enterprise, the interests of localresidents and tourists as a whole, realize a win-win way.Secondly, through the study of stakeholder theory, for other ethnic areas in Chinaagricultural tourism development provides a theoretical basis. As well as thedevelopment of agricultural tourism on the necessity and feasibility analysis, andseeking development from multiple aspects, deep understanding of agricultural tourismin En Shi liquidambar slope, the claims of stakeholders to liquidambar slope agriculturetourism development pattern choice, points out the clear direction for En Shigovernment reasonable coordination of contradictions in the development of agricultural tourism practice, guarantee the sustainable development of agriculturaltourism provides guidance countermeasures.Then, according to above analysis to build agricultural tourism development modeof cooperation, put forward to realize the sustainable development of agriculturaltourism in national regions must be in a fair benefit distribution mechanism, effectivecooperation to participate in the premise of guarantee mechanism; And the empiricalresearch results that based on FengXiangpo, can also be used in En Shi or in other partsof the agricultural tourism in our country.
