BT mode as a mode of construction has broad prospects for development. On the onehand can ease the contradiction of rapid urban construction and the lack of constructionfunds. On the other hand culture and mature group of investment companies, to helpbusinesses get rid of the low-level cut-throat competition on the market of traditionalarchitecture. Third, through the BT model can achieve the project specialized andcentralized management of the whole process, to optimize the value and effectiveness ofthe overall project. However, the current application of the model project due to thematching policy, management level and other reasons, there are a lot of inadequacies.Therefore, the Government should focus on policy research and management quality tostrengthen research project pre-scientific planning, strict implementation of the projectconstruction and repurchase stage, in order to reduce investment risk.Local government project risk management proposed first hope that localgovernments can fully understand the risks of the project, and gradually develop theability to control project risk, the government decision-making andmanagement moreaccurate and scientific. Planned departure from China’s infrastructure constructionfinancing situation, analyze the research status and the status of implementation of the BTmodel at home and abroad as well as its risk analysis, summarized the current BT model isthe implementation of the main problems. On this basis, build BT combined with the basicframework of land compensation term risk and analyze the the participating mainresponsibility and the contract between the legal relationship management relations,economic relations, the BT combined with the government side in the land compensationproject risk analysis, and risk-control analysis, and finally through case analysis ofempirical research, and BT combined with land compensation prospects.
