Industrial structure adjustment is an important way to realize energy-saving andemission-reduction. With the development of economy and the increase of energyconsumption, constraints formed by energy on the economic development ofcountries and areas have become increasingly prominent, so industrial structureoptimization with energy constraints has important theoretical and practicalsignificance.In this paper, energy theory of constraints on economic development and thedirection theory of Yunnan industrial structure adjustment with the energy constraintsare describes firstly. Energy constraints theory on economic development shows thatenergy is a factor that cannot be substituted for economic development. Thegovernment implement the double control of energy, making energy resourcesbecome the "short board" for economic and social development, which restricts thedevelopment of social economy; the direction theory of industrial structureadjustment with the energy constraints shows that with the energy constraints, theindustries of low energy consumption intensity will get priority development andgrowth of the industries of high energy consumption intensity will be restricted.Then, the effect of energy constraints on economic development of Yunnan isclarified from the three points of view including Yunnan economic development,industrial structure and energy consumption, and the direction of the industrialstructure adjustment in Yunnan with the energy constraints is preliminarilydetermined: restricting high-energy-consumption industries and high-strengthindustries, and focusing on the development of low-energy-consumption industriesand low-strength industries.And then, the multi-objective optimization model of industrial structure withenergy constraints in Yunnan is constructed in this paper, empirically verifying the theoretical hypotheses about energy-constraint theory and the direction theory ofindustrial structure adjustment with the energy constraints. The optimization resultsshow that: the economic development of Yunnan will experience negative growth in2011, indicating that the rapid economic growth of Yunnan in recent years is at theexpense of resources and an unsustainable development model; in the years of2012to2015, the economic development of Yunnan will maintain a growth rate of morethan12%, the total energy consumption and strength will be decreased significantly,three industries will gradually become reasonable, the optimization results aresatisfactory.Finally, the simulation is conducted in this article on the policies of industrialstructure optimization with the energy constraints, and policy recommendations aboutthe industrial structure adjustment of Yunnan with the energy constraint are putforward based on the optimization and policy simulation results. Technology progressis the key factor to reduce the total energy consumption and strength in Yunnan.Restricting the development of high-energy-consumption industries and vigorouslydeveloping the advanced manufacturing industries not only enable Yunnan tomaintain the relatively rapid economic growth, but also alleviate the pressure ofresources and environment effectively. With the energy constraint, the direction ofindustrial structure adjustment in Yunnan is to improve the production technology ofprimary industry and to reduce the energy consumption of primary industry; toenhance the technological level of secondary industry, to decrease the energyconsumption of secondary industry, and to restrict the development of the tenhigh-energy-consumption and high-strength industries in secondary industry ofYunnan at the same time. second industries in the ten high energy consumption andhigh strength industrial development limited, and to focus on the development of themachinery manufacturing industry using in the instrumentation and cultural officesand the manufacturing industry of communication computers and other electronicequipment; to develop the tertiary industry and new energy industry.
