The development of past30years, especially since China has joined WTO, China hasformed a system of intellectual property policy. As the government proposed that China is onthe way to build an innovative country, the institutions of intellectual property policy areincreasing every year and the various types of intellectual property services scale systemprototypes are taking shape.However, Chinese intellectual property legislation was published very late and wentthrough a short period of time. So, the intellectual property service system development isrelatively imperfect. Especially, the uncompleted intellectual property policy, which supportsthe technology innovation intellectual property policy, is uncoordinated and incompatibilityso that it seriously impeded the promotion of technological innovation, which is associatedthe intellectual property policy and the service system. Thus, it is import to further analyze therelationship between intellectual property policy and service system, promote the optimalstructural for both, and improve the environment for innovation.This study is focus on the principle of the relationship between structure and function ofthe coupling intellectual property policy and service system between doing an in-depthanalysis from the system theory perspective. Furthermore, the author builds a model ofintellectual property policy and service system coupling coordination degree evaluation modelbased on the qualitative analysis and then applies the model to the development status ofintellectual property policy and service system coupled in Hebei Province. Finally, the authorgives some suggestions to promote the coordinated development and improve the synergies ofintellectual property policy and service system, and gives further reference to build andimprove intellectual property policy development and intellectual property service system.
