With the development of society to the knowledge-based era,wide application of newtechnology make the rapid development of science and technology level. Knowledge andtechnological innovation has become the key to the survival and development of enterprisesand research institutes. Especially for scientific research units, it must be eliminated bycompetition if not maintain technological leadership. Technological innovation enabler hasbecome a mainstay of scientific and technical personnel of enterprises and research units. It isthe key to keep high level of development in enterprises and research institutes that try to dobest in training, selection, evaluation and use scientific research personnel.This paper uses behavioral science, statistics, management science, operational research,human resource management and other aspects of theoretical knowledge.to research thescientific evaluation system for scientific research personnel. The writer arrange researchpersonnel evaluation development in china and foreign country through expert interviews,;The writer analysis S Institute research personnel team building situation,the existingpersonnel evaluation system, pointing out the shortcomings and deficiencies. The writer useexpert interviews, analytic hierarchy process to determine the assessment and weights, andgive a set of specific embodiments of S institute research personnel performance evaluationsystem. This system has three one class index: work attitude, work ability, work performance,has nine two class index: work efficiency, work quality, work completion and so on. Thisprogram initial implement within postdoctoral review, the overall evaluation is good, andachieve the desired effect. This system combines the traditional personnel quality evaluationand performance appraisals, focusing on the performance level researchers.It effectivelyreject the traditional emphasis on performance appraisal, ignore technical content, emphasison short-term benefits, and ignore long-term development issues.
