Tax administrators are the backbone of tax cadres, their work includes tax sourcemanagement and tax-related matters management. Tax administrators usually contactwith taxpayers and also represent the tax authority’s image. Thus, the performanceevaluation for these people is particular important in the actual tax work. In recentyears, the tax authorities have changed significantly in the style of work, by the meansof optimizing tax services, strengthening supervision and law enforcement, have beenattaching great importance to personnel training and improved the overall quality oftax cadres. According to real needs and demands of practical work, re search onperformance appraisal system of tax cadres is to of great significance to ensure theconsistent, coordinated development.Based on the balanced scorecard principle, this paper takes a research onperformance evaluation of Yongzhou municipal local taxation bureau taxadministrators. By the investigation and analysis of performance evaluation status inYongzhou city, it is found that the current evaluation content lacked of comparability,evaluation method maintained old and evaluation outcome stayed unfair. Based on theprinciple of balanced scorecard, this paper construct the Yongzhou municipal localtaxation bureau tax manager performance evaluation index system, and used entropyvalue method to calculate the weight of each index. At last, the paper put forwardsome safeguard measures.
