With the rapid development of information technology and the rapid popularization of the Internet, the information technology revolution based on the Internet has come. The great momentum of the big data, cloud computing and mobile Internet not only promotes the development of the technology, but also fundamentally changes the social behaviors. The bank industry is heavily dependent on information technology, and so it has to face many challenges, and invocates the functionalities and improves the services, etc. Third-party payment, foreign Banks has taken part in the competition in the field of the Internet financial. And their advanced service marketing strategies combine with their rich experience and the advanced electronic technologies, which brings us a new world. The competition in financial markets has started, and the population of the branches will no longer be the advantage of the Agricultural Bank. As a new bank service mode, the e-banking affects the development direction of the bank industry to some extent, and further affects the competition situation and the management methods. The e-banking business plays an increasing important role of shunting the counter pressure, reducing operating costs, and improving the customer loyalty.In2002, the Agricultural bank launched the online banking, and its e-banking had developed for more than a decade. It has formed five major online financial service systems, and the customer quantity reach up to several millions of thousands, and transactions reach up to30billion times, which accounts for nearly70%of the total transactions. And e-banking business has become an indispensable business in the agricultural bank. In recent years, due to the China’s banking industry’s facing the requirements of the financial disintermediation and the business transformation, especially the third party payment companies’penetrating the financial payment business, the development of the banking industry faces unprecedented pressure. How does the Agricultural bank’s e-banking business develop? This paper studies the market opportunities in the dimension of the national policy, the Internet finance and the big data, and at the same time analyzes the issues that exist in the Zibo ABC e-banking business, for example, there are many customers, but effective customer proportion is not high; and the scale grows fast, but the after-sale service doesn’t keep up with its development; Increasingly rich electronic function appears, but the staff training doesn’t support the services in time. If these questions don’t effectively be solved, the Zibo ABC e-banking business will not develop effectively and sustainably.With the combination of theory and practice, the paper takes the technology roadmap as followed:putting forward problems, analyzing problems, and solving the problem. Starting the analysis on the situation of e-banking business development, the paper focuses on the outstanding issues that exist in ABC e-banking development and analyzing the development circumstances and position using the life cycle theory, the SWOT analysis method. And then the specific development strategy and implementation are put forwards. The implementation of the corresponding strategy tries to make the Agricultural bank e-banking business develop well and quickly and ensure that the ABC’s e-banking business is "the top one".
