International trade activities are the results of imbalance of the geographical distribution of global resources, the level of productivity development and consumption. Known as "the industrial blood", oil has been the bulk commodities ranking first in the world trade and the majority of oil transportation is taken by sea. In particular, with the rapid economic development in China, it is expected that the demand for petroleum resources will be further expanded. According to the news announced recently by U.S. Energy Information Administration, China has become the world’s largest net oil importer instead of U.S. As to many advantages of its own, the oil-tanker is a major international oil transportation carrier. Oil-tanker investment is a strategic tool for tanker transport enterprises to enhance competitiveness, expand capacity scale and market share, and also for our nation to protect national energy transportation security, and promote sustainable economic development. However oil-tanker investment will occupy a lot of money, requiring transport enterprises capitalized, will also be affected by political, military, economic, trade, and many other factors, so the investment faces great investment risk. From this point, it is a very useful tool for decision-making to discover, evaluate, and avoid investment risk with application of the scientific method.This paper introduces the research background and significance firstly, then, on the basis of it, this paper conducts analysis of the domestic and foreign research on investment in the tanker sector, and then presents the research methods and the main research content; Secondly, the paper outlines tanker investments theory, with the meaning of the tanker investment and primary factors of investment risk in detail; Next, the theory of risks and tanker investment risks was introduced systematic; the following is a detailed analysis of tanker investment risk assessment, including risk identification, evaluation and the integrated application of fuzzy theory and data envelopment analysis in tanker investments for risk assessment. Finally, this paper will establish the evaluation model applied to the practical case, and the risk assessment results confirm the usefulness of the established model.
