Along with the economic globalization, enterprises can’t just rely on top management’s strategic vision to cope with the increasingly fierce market competition, it needs employees’suggestions, ideas to stimulate the organization’s strategic thinking, to improve the working process and organizational decision making, and to prevent crisis. But when companies face a problem even crisis, most employees choose to be the subjects of "the emperor new clothes", to remain silent.Development of enterprise needs the employees positive recommendations. Research has shown that employee innovative,constructive ideas and opinions can stimulate the enterprise vitality and enhance enterprise competitiveness; At the same time, allowing employees to participate in the organization decision-making, or putting forward their own opinions, can improve staffs’knowledge of organization operation condition, and staffs are more likely to accept the results of decision., can increase employee’s sense of belonging. Given the advice behavior has such an important role, enterprises adopt various measures to promote their staffs recommendations, but with little success. Researching the influence factors of voice behavior under the background of China has practical and theoretical significance.Voicing has a risk, so employees will think carefully before advice, weigh the pros and cons, gain and loss. In addition, compared with the western individualism society, Chinese people emphasize collectivism, reconciliation, they think the tongue cuts the throat; Silence is equivalent to modest is a virtue, therefore, to make the challenge the status quo of opinions is more difficult.Each group has its cultural characteristics, its members will act in a certain style. As is known to all, Chinese culture is a feature of the "relationship", people in social interaction take action on the basis of two aspects—relationship and level differences, so leader will be considered by employees who speak up. Most scholars are focus on the leadership style influences the advice behavior; a few scholars study the relationship between leader member exchange and voice behavior, which lead the members of the exchange as a whole. Leader—members exchange quality may change over the content of the different exchange, the exchange of content may also have different influence on employees voice behavior, so it is necessary to compare influence of each dimension on employee suggestions.This article selects psychological safety as mediator of LMX and voice behavior on the basis of "stimulus-cognitive-response" model. The premise of employees to make recommendations is the perception of safe environment.
