Research On Development Of Modern Tobacco Agriculture In Mudanjiang Region

As the base of national agriculture, although the gross agriculturalproduction of our country is large, the agricultural production level is low,technology backward, personnel quality not high, which in many respectsseriously restrict China’s agricultural development. Therefore, the countryspares no efforts to develop agriculture through science and education and torealize the modernization of agriculture. As a historical product of plannedeconomy, although tobacco production is not entirely open to the marketeconomy, it has many convenient conditions in the process of the developmentof modern tobacco agriculture. Mudanjiang City locates in the southeast ofHeilongjiang Province, and Heilongjiang Province is one of the main producingareas of tobacco. Mudanjiang tobacco growing areas include the city ofMudanjiang, Qitaihe, Shuangyashan, and Jixi, which play an important role inthe economic development of the region, are the main source of farmers’income, and improve the profits of enterprises and tax revenue. At present, thereexists some problems, for example, household scale level is low, the productionefficiency is low, and science and technology is low, in Mudanjiang tobaccoagriculture. How to give full play to regional industry, production, humanresources advantage, and how to make the advantage into productivity are theimportant problems to the sustainable and healthy development of tobacco inMudanjiang.The development of modern tobacco agriculture in Mudanjiang area, evenfor Heilongjiang Province, is a new opportunity. Although HeilongjiangProvince is a big agricultural province, the overall situation of agriculture is intraditional mode, which is backforward, compared with the advancedmanagement and production experience. Especially for the production of tobacco, tobacco planting economic advantage is not obvious, and the land flowis less, which lead to difficulty in forming large-scale production. This articleanalyzes the contradictions and problems to improve advantageous environmentand factors and to reduce disadvantages and risk. The improvement ofenvironment will increase equipment investment; the reform of the landcirculation policy will realize the scale planting; the increase of the technicalinputs will improve the technology in the production process; the increase of theservice will promote specialized production process; the increase of theinformation support will realize information management of tobacco; theimprovement of the risk security system will finally form a suitable road for thedevelopment of modern tobacco agriculture in Mudanjiang, eventually makingits own contribution to realize the regional agricultural economic development.
