Study On The Roles And Countermeasures Of The Urban-rural Integration In Promoting The New Rural Construction

With the gradual enforcement of the reform and open-up policy, the urban-rural dualistic economy structure not only failed to be completely broken, but also imposes increasingly constraints on economic development. As urban-rural dualistic economy structure roots in the rural areas, we must focus on the solution of "three-agriculture" problem to achieve sustainable socio-economic development, and therefore proposed the requirement of new rural construction. However, in the past, the effect of implementation to seek new rural construction inside rural areas is limited, urban and rural constitute society as a whole, while they are interconnected with each others. As a result, in order to promote the new rural construction, urban-rural relations must be dynamically handled in the context of the urban-rural integration.From the current stage of development, it’s particularly important to deal with the relationship between urban-rural integration and new rural construction, each region must to be combined with its actual situation, and actively explore the novel model of the new rural construction. Firstly, on the basis of a review of previous research results, this paper conducts the research framework, technical route, research method, research limitations and possible research innovation; Secondly, this paper analyze the relationship between urban-rural integration and new rural construction, the positive effect of the urban-rural integration on new rural construction process and the new problems it may brings, then to seeking the market mechanism, the suitable economic mechanism, social mechanism and policy mechanism to promote the new rural construction; Lastly, according to the research, put forward the choice to promote the new rural construction policy.
