Based on the literature of entrepreneurial orientation (EO), the global value chain (GVC) and the international performance, this article sets up a conceptual model, designs a GVC potential scale, puts forward the intermediary role and effect mechanism of GVC potential in correlation between transnational EO and enterprise’ performance. Based on data collected by Likert scale survey questionnaire, the empirical study results show that the innovativeness and proactiveness affects the enterprise international performance by changing the GVC potential, and risk taking effect is not significant. After introduces the intervening variables, the effect of Transnational EO on the performance changes from remarkable to week. The GVC has some intermediate affect.Possible innovation in this article are as follows:Firstly, it proposes the concept of GVC potential and measures it. The initiative governance of multinational companies and their upstreams and downstreams is defined as the GVC potential. The stronger the initiative governance is,the higher GVC potential the enterprise has. Based on transaction cost theory,trading enterprise network theory and learning theory, Gereffi proposed that complex degree, information coding degree and supply ability are the core factors influence the value chain governance.According to these, the three core factors are developmental used as the main aspects to measure GVC potential. Using management research method to determine the impact factor of GVC potential, design a research scale and then verify its reliability. Secondly, from the perspective of transnational EO, it analyze the path of enterprises to obtain international performance. Under the economic market, multinational enterprises in the strategic posture of EO are innovative, proactive and risk-taking. It has a positive influence in the relationships of enterprises in global value chain from different dimensions. So it prompts potential value chain to increase and higher international performance is achieved.
