Evaluation Of The Effect Of The Whole Process Of T Oilfield Bidding

Bidding was once one of the important means of government to purchase materials. Now other enterprises also widely adopted this method and bidding has become the most common and one of the most important transactions in the market economy.In line with the development and demand of the time, T Oilfield bids for engineering construction, procurement of supplies and services. Comprehensive evaluation of the effect of the T Oilfield bidding has theoretical significance that through the procedural evaluation of the bidding work effect, direction and methods are provided for the oilfield bidding staff to take action and the bidding regulatory institutions to design programs.The academicians once studied little about the effectiveness of bidding. Also there are few articles which are from the angle of process.Therefore the issue focus on the practice,firstly, analyzing and combing the T Oilfield bidding, and establishing a T Oilfield bidding workflow-based bidding work effectiveness evaluation index system, we combined bidding theory and the actual work of T Oilfield bidding to set up the relevant evaluation criteria, which forms the core portion of this issue. Secondly,in order to quantify the qualitative content, the issue also proposed to establish the methods and procedures of the bidding work effectiveness evaluation model, leading to a higher practical value of this study. Thirdly, the author put into practice the evaluation index system and evaluation criteria by the questionnaire method, which enables T Oilfield bidding management personnel and evaluation experts to evaluate the oilfield bidding exercise. The result not only shows the T Oilfield overall bidding work effectiveness, but also reveals the problems in its every aspect. So the T Oilfield overall bidding work effectiveness is just good,but the bidding means、post qualification examination bidding assessment and calibration are not so good.By sorting the mean value,we will see the effectiveness of bidding opening、 bidding assessment calibration and ending work are relatively good,the effectiveness of bidding means、providing bidding documents、receiving bidding documents are relatively bad,and there are few improvement space. In the last,We proposed to increase the effect of T Oilfield bidding reference measures.
